TRAFFIC works in strategic alliance with IUCN and WWF on wildlife trade issues. |
| CHARACTERISTIC DUTIES
The Operations Manager supports the Programme Office Director (POD) in ensuring the consistent and efficient management of the China office’s finances, administration, and human resources (HR), encompassing areas such as financial oversight, office operations and compliance, as well as HR support including recruitment and employee relations. This position works closely with FESCO, Project Managers and collaborates with the Global Office’s Finance Unit, Project Support Unit, and HR team, and also take on responsibilities and mandates as delegated by the POD. |
| SPECIFIC DUTIES
Finance Management • Prepares and regularly monitors and updates the TRAFFIC multi-year Core budget • Day-to-day finance and accounting management including processing expense claims, cash calls, invoicing, payments, banking, control of the use of petty cash, maintaining the China asset register, and authorisations and processing period end journals • Inputting financial information onto Aqilla • Reviews and reconciles bank and control accounts on a monthly basis • Liaises closely with Project Managers in the management of project finances; preparation and monitoring of cash-flow; and in the preparation of cash calls • Reviews and verifies project funding agreements /contracts • Maintains project accounts and ensures that accurate financial information is available for the use by Project Managers • Ensures the timely transfer of funds to and from China, the Global Office, and fund recipients by raising invoices and make payments following instruction from the POD • Advises Project Managers on payments made and income received • Works with the Global Office to maintain the financial system Aqilla • Compiles monthly, quarterly and annual financial reports using Aqilla system and Excel for submission the Global Office after the approval of the POD • Prepares data and schedules for inclusion of China’s accounts in UK FRS102 accounts and Swiss GAAP accounts • Ensures project audits are carried out in line with donor requirements Administration Management • Ensure that the working environment is conducive to all employees HR Management • Works closely with the POD, FESCO in China and in close liaison with TRAFFIC GLO HR Director to oversee local recruitment and ensure appraisals and HR processes are conducted in line with appropriate guidelines • In conjunction with the FESCO, ensures staff contracts and personnel files are up to date |
| Undertakes any other China related tasks as required by the POD
REQUIREMENTS/EXPECTATIONS OF THE ROLE • Association of Accounting Technicians Intermediate or Technician level qualification or equivalent • At least a BSc in finance, accounting or other equivalent qualifications • Relevant and proven work experience in a similar role for at least 3 years, with responsibility for a wide range of financial accounting functions, administration and people management • Strong experience in operation of computerised accounting system • Proven ability to be proactive in prioritising own workload to meet deadlines • Familiarity with standard word processing, spreadsheet, presentation and database software, and with electronic communication technology • Ability to work well within a team and also to use own initiative in the role • Strong communication skills with verbal and written fluency in English and Chinese essential • Ability to multi-task, work under pressure and under deadlines • The candidate must be a Chinese national. |
