ORGANISATIONAL BACKGROUND
TRAFFIC is the leading non-governmental organization working globally on trade in wild animals and plants in the context of both biodiversity conservation and sustainable development.
TRAFFIC International is a charity and limited company registered in the UK. TRAFFIC’s head office, based in Cambridge UK, provides worldwide leadership, coordination, cross-regional and corporate functions. TRAFFIC’s local engagement is managed through programme offices operating under the auspices of the UK charity, with staff based in a hub office and at other strategic locations where necessary. Programme offices operate within a geographic area of responsibility focused on one or multiple countries where TRAFFIC aims to help deliver priority programme outcomes. TRAFFIC works in strategic alliance with IUCN and WWF on wildlife trade issues.
CHARACTERISTIC DUTIES
The Project Manager will oversee an extensive project aimed at enhancing China’s capabilities in deploying anti-money laundering (AML) expertise—a critical strategy for combating the illegal wildlife trade (IWT), which is both facilitated by and feeds into wildlife crime. This role involves supervising and coordinating with project staff and partners to ensure the project’s successful execution. The Project Manager will serve as the primary contact for project implementation and reporting, reporting directly to the Director of TRAFFIC China, and maintaining close communication with the Senior Wildlife Crime Analyst from the TRAFFIC Global Office in the UK.
SPECIFIC DUTIES
- Overall management and implementation of the project aimed at combating money laundering and illegal wildlife trade in China.
- Organize, facilitate, and/or preside over meetings, workshops and other activities, and strengthen relationships with law enforcement agencies, financial institutions, third-party payment platforms, and wildlife management authorities.
- Compile comprehensive reports, briefing papers, and other communications on the topics of money laundering and illegal wildlife trade, and distribute them to the relevant stakeholders.
- Oversee the data input from project staff and consultants.
- Ensure compliance with TRAFFIC’s research and data management protocols.
- Manage the project officer and implementation partner who will assist in the execution of project components.
- Prepare project technical reports for submission and collaborate with TRAFFIC China and Global Finance Officers on project financial reporting.
- Utilize the Project Monitoring and Evaluation (M&E) Plan to direct project implementation.
- Undertake any additional tasks assigned by the line manager.
REQUIREMENTS
- A post graduate university degree in a relevant discipline (e.g., biology, political science, law or economics).
- A minimum of eight years professional field-based experience in one or more of the following, namely capacity building, wildlife, fisheries, timber, natural resource management or environmental law in China. It will be an advantage if this experience has been gained predominantly in anti-money laundering and wildlife crime investigation related matters.
- Familiarity with major trends in illegal wildlife trade, money laundering, and broad familiarity with conservation issues in China and globally.
- Has demonstrated experience in communicating programme objectives to and in working with government and intergovernmental agencies, non-governmental organisations, and other conservation partners.
- Strong skills in programme management, planning, and project implementation.
- Good interpersonal and leadership skills and ability to work effectively as part of a team, with respect for and sensitivity to multi-cultural approaches.
- Fundraising experience and financial management skills.
- Fluency and excellent writing skills in English and Chinese.
- A willingness and ability to travel widely and frequently, and to work under pressure.
- Familiarity with standard word processing, spread sheet, presentation, data base software, geographic information systems, and with electronic communication technology.
- Ability to multi-task, work under pressure and under deadlines。
