ORGANISATIONAL BACKGROUND

TRAFFIC is the leading non-governmental organization working globally on trade in wild animals and plants in the context of both biodiversity conservation and sustainable development.

TRAFFIC International is a charity and limited company registered in the UK.   TRAFFIC’s head office, based in Cambridge UK, provides worldwide leadership, coordination, cross-regional and corporate functions.  TRAFFIC’s local engagement is managed through programme offices operating under the auspices of the UK charity, with staff based in a hub office and at other strategic locations where necessary. Programme offices operate within a geographic area of responsibility focused on one or multiple countries where TRAFFIC aims to help deliver priority programme outcomes.  TRAFFIC works in strategic alliance with IUCN and WWF on wildlife trade issues.

CHARACTERISTIC DUTIES

The Senior Programme Manager will work closely with all TRAFFIC GLO Programme Leads to the planning and implementation of TRAFFIC 2030 Strategy in China under the supervision of the Programme Office Director (PoD) of China. The main responsibilities will be development, coordination, and supervision of all project staff, projects and programmes in China. In carrying out these duties, the Senior Programme Manager will ensure that all activities are implemented legally, effectively and efficiently, in co-ordination with the PoD, consistent with TRAFFIC China’s policies, the Guidelines for the Operation of the TRAFFIC Network and the TRAFFIC Network Financial Policies and Procedures Manual.

 SPECIFIC DUTIES

The main tasks of the Senior Programme Manager will include, but not be limited, to the following:

·       Develop, supervise, and coordinate all work programming activities ensuring coordination between all projects and project staff in China.

·       Lead on policy development and advocacy for TCHN’s work programme at domestic and international meetings (e.g., CITES CoP).

·       Support the POD in partnership development, project proposal writing, fundraising, budget management, financial and technical reporting, and donor liaison.

·       Support the PoD on TCHN’s engagement with the development of the TRAFFIC 2020-2030 Conservation Strategy and the four-year TRAFFIC Work-plan (FY23 – FY26)

·       Communications – support the provision of targeted information through relevant media required to reach TCHN’s target audience.

·       Carry out technical review and, where required, sign-off of on reports and other communication materials, ensuring quality control and timely submission.

·       Liaise with WWF and IUCN programmes on TRAFFIC’s work programme and activities related to wildlife conservation, trade, and utilisation.

·       Liaise with intergovernmental organisations such as CITES, UNODC, WCO and Interpol, other NGOs, scientific organisations, and capacity building institutions to foster understanding and support for TCHN’s programme objectives in a positive manner.

·       Represent TRAFFIC at national and international meetings, and other events as appropriate.

·       Conducts any other duties related to the organization and operation of TRAFFIC in China and the TRAFFIC network, as identified by the China Office Director and the Asia-Pacific Senior Director.

 REQUIREMENTS / EXPECTATIONS OF THE ROLE

·       A post graduate university degree in a relevant discipline (e.g., biology, political science, law or economics).

·       A minimum of 12 years professional field-based experience in one or more of the following, namely capacity building, wildlife, fisheries, timber, natural resource management or environmental law in China.  It will be an advantage if this experience has been gained predominantly in wildlife harvest and trade related matters.

·       An established track record in formal capacity building and mentoring aimed at building governance transparency and conservation skills in China.

·       Familiarity with major trends in biodiversity conservation policy and issues relevant to the trade in wild animals and plants, and broad familiarity with conservation issues in China and globally.

·       Excellent understanding of CITES and other international nature conservation agreements and laws.

·       Has demonstrated experience in communicating programme objectives to and in working with government and intergovernmental agencies, non-governmental organisations, and other conservation partners.

·       Strong skills in programme management, planning, and project implementation.

·       Good interpersonal and leadership skills and ability to work effectively as part of a team, with respect for and sensitivity to multi-cultural approaches.

·       Fundraising experience and financial management skills.

·       Fluency and excellent writing skills in English and Chinese.

·       Communications skills and experience of working with the media.

·       A willingness and ability to travel widely and frequently, and to work under pressure.

·       Familiarity with standard word processing, spread sheet, presentation, data base software,
